From my view

Technology is one component of a business transformation, nothing less and nothing more. If not put in the context of the broader business transformation, it will not meet desired business outcomes nor be embraced by the business. Starting with a strong understanding of your current and future state business needs will allow you to understand the gaps in your current technology stack and chart a path forward.Without a good baseline, you risk developing a solution without knowing what problem you are solving; a time consuming and expensive outcome.
